I am sure there is a lot of fat in the budget that could be cut including some of the contract benefits. Consolidation of school districts would cut much of the administrative costs, which don’t teach a child anything. It is time to look at cutting the spending to solve the problem. It may work short term, but long term it will take tax increase after tax increase to make it work. I don’t see how this plan would pay the bill. Renters would gain more than many of the seniors. When I roughly calculated the bill, I would save about $1,000 a year. So why is this bill 260 pages? What else is hidden in there? Please tell us before you introduce the bill. Even writing it in legalese, it shouldn’t take more than a couple pages. Three parts to raise tax rates and one part to rebate taxes to renters. Instead of raising taxes, look to cut spendingĪ very simple plan of four parts. I know that any discussion of raising the tax rate is heresy in Republican-controlled Harrisburg, but maybe the elderly could get together and vote them out of office. It is time for talk of a progressive tax rate that can take the elderly into account. There are eight states that have flat rates and Pennsylvania has the lowest, and it has not been changed in 15 years. I believe school budgets could be financed by an increase in personal income taxes in Pennsylvania, from the current flat rate of 3.07% to 4.19%. And increasing the sales tax by 2% to 8% and/or eliminating the exclusion of basic elements of life like clothing is absurd. The latest attempt approaches a hodgepodge of various alternative taxes including the taxing of pensions generally received by the elderly. And our legislators know of this problem as they have periodically and unsuccessfully put up legislative packages to correct the problem. Our elderly living on a fixed income know the pathos of meeting ever-growing property taxes to educate other generations. Increase personal income tax rate to pay for schools
